[CMake] Make with dos paths

I'm going to have to follow up on this a little further down the road.
 Thanks for the interesting links.  It appears that package management
is a big issue for installing mingw or gnuwin32.  Also MSYS apparently
requires a lot of work to not crash on Windows Vista 64.
