[CMake] FindGSL.cmake

Hi all,

I recently asked Jan.. one of the authors of FindGSL.cmake, whether he
would mind have the script under the BSD license so that it could be
included with the standard CMake modules.

He said that it would be fine so long as the author names remain in the file.

Please find the file attached.

I can provide the original email to whomever is in charge of such things.
