[CMake] Warning level change when going from 2.4.6 to 2.4.7

[Kedzierski, Artur CIV NSWC Corona, PA53]

	After upgrading CMake from 2.4.6 to 2.4.7, the
warning level on Windows is now 3 instead of 4. Running
CMakeSetup in clean build directory results in projects
having warning level 3. Going back to CMake 2.4.6 fixes the
problem (warning level is 4). 
	Is there something new in 2.4.7 that causes that?
