[CMake] adding a compiled lib

I already had this 64 - 32 bit problem and I thought I had solved it with the 32bit runtimeenvironment - but unfortunatly this seems to be wrong.

thanks for your help!

(the project works on segmentation of SPECT-heart images with the help of a Spring Mass Model)
