[CMake] check_cxx_compiler_flag() doesn't work with cl.exe/rc.exe

In that case shouldn't cmake (since it must deal with different compilers etc) 
make sure that when using cl.exe it also uses /weX to enable that warning as 
an error to check if the flag is supported?

It could also be handle by cmake :) In any case I was making sure I didn't 
missed something and from your reply it seems I didn't. Thanks.
