Get trunk/KDE/kdelibs/ from some time ago, e.g. june.
Then have a look at kdelibs/kdecore/CMakeLists.txt, I think it is (was) compiled into libkdecore. There are a bunch of configure checks in kdelibs/ConfigureChecks.cmake.
