[CMake] CMake CVS gratuitous /bin directory

Now CMake CVS is generating additional libraries of the form 
"liblibname.dll.a".  It seems whatever you are doing for *.dll.a, 
doesn't have the liblib fix applied to it.  I am setting PREFIX to "".
