[CMake] cmake 2.2.0 and KDevelop3 Generator

I have just checked in change that will turn CMAKE_VERBOSE_MAKEFILES on by default
with the KDevelop3 generator.   Could a KDevelop3 user please verify that it works
now?  You should try it on a new build directory as all it does is change the initial
cache value, and will not override an existing setting.
