[CMake] Missing Windows-cl.cmake.in

Please describe the procedure you used to install CMake.  Did you use 
the "INSTALL" target to perform the installation?  If so, that kind of 
installation feature on Windows is undergoing changes in CVS right now 
which is probably the cause.
