[CMake] framework search order

Looks like the search order used by gcc is:

Framework search starts here:
 /System/Library/Frameworks
 /Library/Frameworks

Also, it would seem that ~ and /Network are not even
supposed to be used:
http://developer.apple.com/documentation/MacOSX/Conceptual/BPFrameworks/Tasks/InstallingFrameworks.html

Maybe they should be last?
