[CMake] CMake for Qt4 ( FindQt4.cmake created )

It should be done with Macro's the original commands were done when cmake did
not have macros.   Alex, do you think you could merge your macro's into FindQt4.cmake,
and attach the whole thing to the bug tracker?  If you do, I will put it in cvs cmake.
