[CMake] INCLUDE_DIRECTORIES(BEFORE dir1 dir1...)

Does the BEFORE keyword work in the INCLUDE_DIRECTORIES command work? Does
it require a version of cmake > 1.8?

I cannot seem to get it to work on Windows or linux.
