[Cmake] wxWindows and cmake - new FindwxWindows and Use_wxWindows

Hi,

for your information:

I rewrote the cross-platform cmake file FindwxWindows.cmake.

major changes:
- Windows: debug/release build can be choosen as IDE build if both available
- option for use of shared/static lib if both avalable
- option for GL support
- Linux: extracting linkdirs for rpath from wx-config
- added convenience include Use_wxWindows.cmake
- support for wxWindows 2.40, 2.4.1
- added include for wx/setup.h
