[Cmake] debug/optimized libs

Hi,

I found the debug /optimized keywords in TARGET_LINK_LIBRARIES etc. but
could not find out how these are set.
Which CMAke variable controls the value of these keywords ? Can they be
used outside of TARGET_LINK_LIBRARIES and LINK_LIBRARIES, e.g. for
setting the value of CMAKE_CXX_FLAGS ?
