[cmake-developers] "Cannot restore timestamp" error due to Sharing Violation during Rename on Windows

It really is bogus that this doesn't work.  Both files share everything
(especially DELETE!) and "replaceIfExists" is true.  It should just work.

That said, the patch does not handle the ERROR_SHARING_VIOLATION case.  I'm
going to rebuild with that and I expect that to help as the traces did
indicate that no retries happened in this case.
