[cmake-developers] Why does CMake still reference CVS when installing?

I agree.  It wasn't that long ago that we removed support for
read-only CVS checkouts from the Git repository.  Now that it
is gone this line can go too.

Eike, you should be able to push this to the topic stage now
that you have dev access and then merge it to 'next'.
