[CDash] CDash Installation Steps on Ubuntu 22.04

Hi Team,

I am trying to set up the CDash server on Ubuntu 22.04 by following the documentation CDash/docs/install.md at master · Kitware/CDash · GitHub<https://github.com/Kitware/CDash/blob/master/docs/install.md>


  1.  Web server - apache2
  2.  Database - Postgres

I am getting an error line - "503 - Service unavailable", Could you please guide or share the documentation which includes steps one by one?
