[CDash] CDash install error using v3.2.0-rc1

New server
New/fresh install of CDash

I am having the same problem as reported in this unanswered Stack
Overflow question (no install.php file, and "503 Service Unavailable"
from apache when visiting the cdash main page for the first time):

I got through everything in install.md with only one warning from
composer, so I expect it should work:

This is on a new Linux server, with most up to date ubuntu, apache,
mysql, php, phpmyadmin, composer, and npm.

Any clues?


(My true objective is to update a very very old CDash server from
2.1.0+local changes from the old svn repo to something modern......)
