[Cdash] [PATCH] Fix unitialized variable usage in xml upload handler

Buongiorno.

Here is a patch that fixes build insert query. I'm not sure
if it's ok to set StartTime and EndTime to the current timestamp,
but at least SQL query doesn't fail for me now. Feel free to
make a proper fix if mine is bad :)
