[Cdash] [CMake] MakeCommand unset in CTestConfiguration.ini

Do you include(CTest) in your main CMakeLists.txt file?

The value of the MAKECOMMAND cache variable, established in the file
Modules/CTest.cmake should be the thing that controls the value of
MAKECOMMAND for configuring either DartConfiguration.tcl or
CTestConfiguration.ini.
