[Cdash] database scheme defines maximum recorded execution time for tests

Dear List,

 I've noticed that the current database scheme (used by 1.6.4)
apparently has the field for execution time defined as float(5,2) - this
will limit test execution time to 999.99 seconds. 

 We have a few 'lengthy' tests that submit with values of a 1000+ so
I've modified the scheme locally ;)

 Also there's a (resolved) bug in the tracker that seems related:
