[Cdash] test results missing after 1.2 -> 1.4.1 upgrade

The new CDash parsing assumes that the list of tests is present to 
create a build. If you add these tags:

    <TestList> </TestList>

after the <starttime> tag and it should work. Otherwise let me know.
