[Cdash] test results missing after 1.2 -> 1.4.1 upgrade

I have used CDash to store test results for a project that does not
use CMake/CTest/CPack.  It uses shell scripts to create an XML file to
http upload to CDash.

After upgrade from 1.2 to the current 1.4.1, none of my submission
appear on the dashboard.  The log file has many lines like this:

  [ERROR](Test::InsertLabelAssociations): No Test::Id or buildid -
cannot call $label->Insert...

Has the format changed?
