[Cdash] [CMake] Bugtracker + CDash

Hi Alexander,

Let's say we already thought about implementing it (the hardest part 
right? :)). It should be implemented in a couple of months or so.

We are going to try to keep the framework generic to make it easy to add 
new bug trackers, however the first implementation will probably only 
support Mantis. If you have another bug tracker you are interested in 
let us know.
