[Cdash] Create Group doesn't work

I apologize.  It is actually part of a form.  I didn't notice that there
was a form containing sub-forms (Re-order Groups), and that Create Group
was part of outermost form.

However, it still doesn't work for me (on both IE 8 and Opera 9).  I've
checked my DB, and there's nothing weird in the buildgroup-related tables.
