CDash cannot parse the XML:

Try something like this:

<?xml version="1.0" encoding="UTF-8"?>
<Site BuildName="Win32-vs71Rel" BuildStamp="20080506-0100-Nightly" 
Name="DASH1.kitware" Generator="ctest2.4-patch 8">
</Site>

Make sure the rss directory is writable by the webserver.
