I was thinking this could be done with something like the mass 
subscription page in in mailman's admin tools.  It would be a cvsuser 
name space address per line in some text entry box.   Then you could 
copy and paste the users file from say CVSROOT in ITK/CMake.   Hmm... 
that file has name:address at foo.bar.  Should we make it : separated and 
not space?
