[Cdash] New Wiki page for email notification

Hi,

I've created a new wiki page detailing how to setup email build/test
error notification. I think the point about emails only being sent when
the number of errors increases is particularly important. I've added a
FAQ entry pointing at this page as well.

BTW, I'm still having trouble getting "Email me when my checkins are
breaking the dashboard" working.
