[Cdash] Subscribing developers to e-mail notification

Bill,

Any progress on this? With ITK, we have users checking in changes that
cause errors, and they are not receiving e-mails (except the ones I
send out). We are getting close to a release and cannot afford to have
build issues now. This is a high priority item I think.

Also, it would be great if we could block checkins from users that are
not receiving build error e-mails. I have no idea how to do this, but
you guys are a lot smarter...
