[CastXML] Release tarballs?

Eventually we may do release tarballs but right now we have no explicit
plans for them.  We still occasionally find incompatibilities between
our gccxml-compatible output and the actual gccxml output.  Until
CastXML has reached initial maturity I'd rather not cut an official
release.

Please package from Git and use a version number with the date of the
packaged commit as the package patch level version, e.g. "0.1.20150623".
