[cable] Cable: multiple "make"s required for wrapping itk::Image

Hi Brad,

The example in Insight/Examples/TclWrappedImage
is still requiring four "make"'s for building.

The first "make" is displaying errors about vnl_matrix...

After the four makes have been done, the library is
created and everything works fine in Tcl.

Here are attached the CMakeLists.txt file from Insight,
and the Makefile that results from it.
