[VTK ARB] Remote Modules

I will be happy to describe the mechanism we use in ITK (called Remote
Modules) that allows users to easily contribute code to the ITK
community. It is all done through cmake macros created by Brad and
Matt (among others). Should be fairly easy to incorporate into VTK.
