[VTK ARB] ARB email list

Should we configure the ARB list so anyone can email to it, but
registering to the list is restricted? Or should we keep it private?

More generally, what should the procedure be for people to request
things to the ARB? Allowing people to email the ARB is one option.
Another (perhaps better) option is to direct people to a wiki page to
submit potential ARB discussions.
