[VTK ARB] Fwd: [vtk-developers] vtkSphericalTransform documentation error (bug 9396) patch

Emails like this make it clear that the VTK development process needs
work and clarity. The wiki page he points to

http://www.vtk.org/Wiki/VTK_Patch_Procedure

is in fact a procedure for getting existing commits from HEAD onto a
release branch. They are not instructions for submitting a patch to
VTK if you don't have commit access. We should refine

http://www.vtk.org/Wiki/VTK/Managing_the_Development_Process

to clearly outline steps for patch submission and announce it to the VTK lists.

Here is a patch for http://public.kitware.com/Bug/view.php?id=9396

Is this the format these things should be in? I saw this
http://www.vtk.org/Wiki/VTK_Patch_Procedure but it looks like that is
for if you have CVS access and you can "try" your code on the
dashboard before requesting a merge with the release branch? I was
actually quite unclear as to what it said haha.
