Summary0008370: 1.2.1: nighlty changes does not report changes after midnight UTC, it is reported the day after
DescriptionTwo examples of the problem on VTKEdge dahsboard.

Example 1:

On Dec 8 2008

"No file changed as of 2008-12-08T23:00:00 EST"

which is wrong. The builds reported an update that actually happened:

version 704, Tue Dec 9 00:46:53 2008 UTC

it was Dec 8 19:46:53 2008 EST

Obviously, cdash gets confused by the change of day between UTC and EST and
the nightly date is set at 23:00 ETC.

The next day, this change (rev 704) is reported in the nightly change, which is wrong:

Again, this change happened on Mon Jan 12 00:02:51 2009 UTC which is the
previous day in EST: Sun Jan 11 19:02:51 2009 EST.
