0013719: Would like more visible memcheck results

Description

I would like the ability for memcheck issues to be more visible.

That could include:
- emails to developers that introduce new problems
- a red/orange area on the main cdash project page (currently it is blank)

Also, some memcheck problems are more severe than others, so maybe there would be a setting to report memory errors only, and not memory leaks. Or a setting to report all.
