Summary0009858: Display build time in the time zone which is specified as start time
DescriptionE.g. for the kdelibs project, the Nightly start time is set to "20:00:00 CET".
It would be nice of the build time displayed on cdash would be reported for the same time zone, but cdash displays it as "EST"

Another idea would be to make the timezone which cdash uses for displaying for a project configurable.
