Summary0008117: disallow public registration
DescriptionHi,

we are using CDash 1.2.1.
Currently everybody can go to cdash and create a login, at least we didn't find a way to disable this.
It would be nice if we could disable that, i.e. remove the "Register" action from the cdash page.
Then it would be nice if the cdash admin would have a page to create new users (not necessarily assigned to some project).

First part of disabling the register button has been fixed.

Now using the [manage users] section as admin you can add users to the system.
