Summary0007848: CDash admin privileges lacking some key actions
Description1) Currently CDash admins cannot make another user a CDash admin. The only options are Normal User, Site Maintainer, and Project Admin. Perhaps I am not noticing, but there is no way to make another user a CDash admin. This is important if the current admin should no longer be able to perform their duties.

2) Currently CDash admins cannot permanently remove a user from the database. They can remove the user from projects and such, but if you dump the database user table, they will still be in there. It seems like the CDash admin should be allowed to permanently remove them from the database as well so it does not get larger and larger.
Steps To Reproduce
Additional InformationAll of these can be done by directly changing the database, but I think they should definitely be allowed through the CDash site.

Fixed in svn. Now accessible from the main administrator menu under "Manage Users". Thanks for the report.
