include delete for TCL cxx files.

Custom command outputs are now cleaned. Dist-clean in a source tree is nearly impossible because we don't know what files might be created by tools (ii_files dirs, etc.). There is a directory property to register additional clean files. This should be good enough. Dist-clean in an out-of-source is trivial.
