Summary0003811: Add portable flag to treat warnings as errors
DescriptionA new flag (eg. CMAKE_TREAT_WARNINGS_AS_ERRORS) would translate into
\WX on MSVC
-Werror on GCC
-Werror on Intel Compiler

in order to treat warnings as errors.
