0003665: FindPerlLibs CMake Error fixes and install dir additions
I've fixed the problems which occur with the current arguments for the perl executable.

CMake Error: Key Config is not used yet. For now only $ENV{..} is allowed

I've changed everything to EXECUTE_PROCESS and added all the install dirs you need to install perl modules.

The reason is that there is no maintainer for that module. If anyone wants to volunteer, see this page:

This was superseded by bug 0007898 which was fixed for CMake 2.8.0.
