0014566: Custom command not run when the command target changes
If I add_custom_command as described here http://www.cmake.org/Wiki/CMake_Cross_Compiling#Using_executables_in_the_build_created_during_the_build, [^] CMake will not re run the (CMake built) command (target) to regenerate the OUTPUT files if I make changes to the "command target's" sources...

Also I'd like it if the command target ("tool") is not rebuilt and rerun for every configuration (debug, release, etc)...I understand for that to be safe I'd need a way to tell CMake that the "tool" generates the same OUTPUT regardless of the configuration...should I open a separate ticket for that?
