The suppress-unused-cli-with-value-in-cache branch excludes the Ninja generator from the WarnUnusedCliUnused unit test because of this issue.

That test should be re-enabled when it is fixed.

I just got bit by the fact that this isn't supported on Ninja. Perhaps at the very least there should be a warning that this property has no effect with the Ninja generator.
