0010852: SystemTools::CollapseFullPath handles paths begining with ".." incorrectly.
SystemTools::CollapseFullPath("../dir/file", "") returns "dirfile", instead of the expected "../dir/file".

Was discovered when using:
SET(CPACK_INSTALL_CMAKE_PROJECTS "../cmake;project;ALL;/")
This resulted in the following unhelpful error:
CPack Error: Error when generating package: Project
No tags attached.

The base path is "". What exactly is the ".." path relative to the empty string?
