COMP: fix WrapITK's external project build. The default includes were wrong, and were breaking the build of the external projects.

BUG: External projects were not usable with ITK build tree COMP: VTK converter must include itkCommand.h BUG: ItkVtkGlue was still using pythonTestDriver.py. It now uses itkTestDriver ENH: WrapITK no create a default PYTHON_DRIVER var usable in the external projects
