[vtkusers] VTK_WRAP_TCL

In addition, it's worth mentioning that KWWidgets was retired around 10 yrs
ago.  I'd be surprised if anyone has it working with VTK 6, much less VTK 7
or 8.  Too much has changed in VTK (both the build system and the API) to
allow KWWidgets to be used with modern VTK.
