[vtkusers] VTK 5.6 Branch Coming Soon

Greetings Everyone,

The VTK and ParaView's repositories are now locked for final fixes to get
the dashboard green. If there are any fixes/patches that need to be made
before we create the 5.6 branch (on Friday March 26) please email them to
the list.
