[vtkusers] vtk vs itk?

I've been using VTK for all of my 3d point/mesh manipulations. After
discovering ITK, it seems like there is VERY heavy overlap between the two
(similar data structures/functions/etc). Was the initial idea that you do
some processing in ITK and then display it using VTK? If so, why did VTK get
it's own data structures/algorithms rather than just use ITK's data as input
to the visualization system (VTK)?
