[vtkusers] Missing import libraries in shared build

What version of CMake are you using?

Set BUILD_SHARED_LIBS to ON in CMakeSetup and let CMake create the
MSVC project files for you... You should not have to adjust anything
in MSVC project settings to get VTK to build correctly.
